Realisasi Open Government Penyaluran Hibah Melalui Aplikasi E-Monalisa di Kota Denpasar

Abstract
This study aims to analyze the implementation of Open Government principles in grant distribution via the E-Monalisa application in Denpasar City and to identify the factors supporting and hindering its application. The study employs a descriptive qualitative method with an inductive approach. Data were collected through observation, interviews, and documentation, and subsequently validated using source and technique triangulation. Data analysis involved collection, reduction, presentation, and conclusion drawing. The results indicate that the principles of transparency, accountability, and public participation have been realized, though they are not yet fully integrated into a single digital system. Transparency is evident in the openness regarding requirements, procedural stages, and proposal status; however, access to aggregate realization data and independent information utilization remains limited. Accountability is supported by digital record-keeping, verification, monitoring, and mandatory accountability reporting, yet much of the reporting and complaint submission still occurs outside the application. Public participation takes place through proposal submission, monitoring, and communication with the government, but remains predominantly administrative in nature. Supporting factors include regulations, coordination, staff assistance, outreach, and infrastructure, while obstacles include user literacy, feature limitations, and technical issues. E-Monalisa has driven grant management toward Open Government, but the digitalization process is not yet comprehensive
